can I play a pokemon platinum import on my DS, or do I need to get an action replay for it to work like wii and gamecube games
Yeah, i think they call'em flash cards... And yes they are illegal, i got a 3 point infraction just by talking about the piracy of "Spore." Even when i have the game....
It's illegal if i buy a game and get a system to run it? I'm not getting a rom for the game, i am buying it from japan

Yeah, it works fine on my DS. As Fbu said, it doesn't require a japanese DS because it runs all countries games. On a side note, it's easy to play the game even if you don't know how to read the language, if you get confused just go back to D/P and/or read a guide.
