It`s because it was designed before Venturi knew about interlocking. It`s actually a very old map. The only new parts are the guns and the cargo.

Well, I didn`t even make this map. It was designed by Spectre-1. (he posted on this thread, actually- Top of this page.). All credit, except for the weapons and cargo hold objects, goes to him.
Guys you do realise that that is a longsword,I got the map from one of my friends something like a month ago. I don't know were my friend got it,but the "Tigress" is probably stolen. If it is'nt I'm sorry,but it probably is. My friend did not make it nor does he claim to,I don,t know exactly were he got but it was a long time ago and it did'nt have the warthog or man cannons if I remember right its been a while since I played on it,so I may be wrong.
That`s because the map was originally supposed to be a Longsword. It was designed by TSS Venturi a long time ago, only a week or two after the Heroic pack came out. The Tigress is the original map, improved with the creator`s permission.
Sorry about accuseing you of stealing. if you ever need help with a map ask me(the only reason I've never post a map myself is I never get around to finishing them,I have like five half finished maps and the one I completed I accidentally deleted.) so sorry man.
