By trial and error. But to be serious, this thread may seem alive but the site is kinda dormit. There are test lobbies around but I don't know if they even get maps these days.

make a map. but in all serious try drawing a floor plan for the map, build, iterate, and rinse and repeat.
Here’s a question - what do you want the player to experience? What choices do you want them to have? Write those out if you know, or just play around with different shapes if you don’t, and see what that leads to
Yes, some. I like all Halos equally. The older ones were good for the time, but Halo 5 is great paced for the modern shooter. Love it. Is there a list of the best maps? Best looking maps? I just saw a map by Squally DaBeanz on the map page that looked really good.
These are the best maps https://www.forgehub.com/maps/fissure.5195/ https://www.forgehub.com/maps/pyromancer.5152/ https://www.forgehub.com/maps/palindrome.6989/
On the map page you can also see the top maps, featured maps, most downloaded etc. Well Halo 5 forge is out for 3 years now so there's a lot of maps out there but the best looking map isn't the best in terms of gameplay and vice versa. I can't help you with the design but what you can do is play the maps which seem interesting to you and decide from there what you want to build. Or just walk around on those maps, get a feel for segmentation, sightlines, size, pathing, encounters, maybe a theme etc.
Yeah those are not the best maps but like I said check them out anyway and I mean a lot of them. Or just click a random name on this or any other thread and see what they have built.
There are at least 200 maps on this site posted? So many. You can't just link me to the best maps? Why?
