I know I'm not missing out on much, but for some reason, no matter how many silver packs I buy, 343 won't give me oni mongoose certification, which screws up my completion.

You didn't miss much. I've been fine. Dealing with work, taking time off staff, the works. Trying to get work done so I don't ruin whatever amount of career I currently possess.
I have a similar problem with a few of the mongooses (which I am thankful for). I haven't extensively tested it, though.
