Graphics are pretty nice, though I assume not generated by the game engine. Master Chief looks goofy in a cloak, to me. It also reminds me a little of Destiny, which since Destiny reminds me a lot of Halo, has created some kind of weird snake-eating-its-tail effect.
Ouroboros? Yeah Destiny looks like Halo and now Halo looks like Destiny. Which makes me want to play neither.
Seemed like a cheap way to hide chief. He's in freakin' power armor, getting ready to take down some massive forerunner. Jawa clothes are not necessary.
Jedi Officer Obi-Juan 117 certainly seems like an interesting character for a game... No but really, he didn't seem all that worried when a gigantic forerunner robot (too big to be a war sphinx) rose out of the ground in front of him, so I wonder what's up...
I assume he's in that thing for the reason those kind of clothes are usually worn in severe deserts - to keep sand off him (and in this case, out of his armor). But that doesn't stop it from looking a bit recycled and ridiculous.
I'm sure the cloak was solely for trailer purposes, to make the Chief look even more badass while walking through the desert. Let's not jump to conclusions and call 343i out for giving him a coat all the sudden despite his armor underneath it, because I'm pretty sure the coat won't appear in game anyway.

Camo crouching FTW. Master Chief's footsteps are really light for a 2 ton piece of walking armor - maybe if he just slouches a bit.
Funny, he didn't need the coat on The Ark...you know the halo 3 level with sand everywhere. (I know it was just for the "reveal" moment in the trailer)
They should retroactively patch Sandtrap and Sandbox so that all players are wrapped in over-the-top billowing Jawacloaks.
