Simple. Lose the EMP effect for shields, vehicles fine but don't drop the persons shields unless a direct enough hit that the blast bleeds through them
You're not. It's a power weapon. It's not as powerful as the rocket launcher (despite having an extra function in the EMP capability) and usually doesn't have much more ammo. Also, the blast radius on the shot is not really that big. I think it works perfectly well as is.

They didn't want to do it because it's a bad marketing tool. It doesn't sell the game. Not because it isn't original.
Nade Launcher is basically fine imo. When the ZB and bleed through settings came to MLG, I was a proponent of upping damage resistance to 110%. This had the effect of making the DMR an 8 body shot kill whilst keeping it a 5 shot kill if the last was a head shot, as well as making it so the Sniper only dropped your shields rather than eating through health (more useful when you have no health recharge like in MLG). It also nerfed Grenades, Rockets and the GL ever so slightly, which I was in favour of overall. The GL nerf wasn't one of the reasons I supported this change, but I didn't consider it a real downside. So yeah, whilst I don't think it needs a nerf by any means, if they chose to use one in this sort of magnitude then I wouldn't really mind to be honest.
If it does then Halo 4 might have the biggest weapon sandbox of all the games so far, especially considering there will be a Forerunner weapon set this time. Or they could end up cutting a lot of stuff, and I'm guessing Plasma Launcher will be out, Needle Rifle out, and maybe even Gravity Hammer out.
I hope they don't cut too much stuff, as they've gone with choose your own starting weapon so people will want as much choice as possible. If they remove the grav hammer, there'll be outrage from the Grifball players. Also, I like the needle rifle.
If this loadouts/weapon-buying thing is at all what it sounds like, then I'm guessing the weapon sandbox will be enormous. Besides which, I think the sandbox has grown with every major Halo title, if I'm not mistaken.
I saw a halo 4 pic of an elite and he was holding was looks like a needle rifle. Or maybe it was a beam rifle, I'm uncertain due to it having been concept art. Bungie used RvB to introduce forge in Reach, so hopefully this means that H4 forge will be shown in the near future.
I'm curious about this new "Assault Carbine," which has me wondering if this will be yet another human precision weapon or an alien equivalent to the AR. I'm just hoping there aren't too many weapons of each type or else we'll end up with weapon tiers like CoD has. Everyone will figure out which of the weapons is the best and only use that one for their load-outs (like the FAMAS and AK-74u in BlOps).
A covenant weapon wouldn't have a name like that, the assault carbine is probably human. The elite in the picture is obviously using a covenant carbine.
I actually thought it would be along the lines of the Assault Rifle, but the Covenant version. Y'know, because their precision weapon is called the Carbine. Not saying this is the case, but it's the first thing to pop into my head.
You're probably right. According to Halopedia, the brute spiker is known as a carbine, so potentially the assault carbine could be full auto.
I don't think so for one the needle follows the target moving the reticle and the bullets will curve to hit the enemy not to mention they explode I think the plasma rifle is more like the covei version of the AR but it is stronger but less accurate.
