I think that you're right, but the rockets should't be lock-on, or they should require a targeting time to lock-on.
IMO If an EMP can disable not just movement, but the ability to fire said rocket hog, it could be balanced if its in an actual game...

Anyone see the Eva skull (Emile) and the snow mask? Can't tell on my iPhone and quality isn't great unless on wifi. And I bet that rocket hog won't be in matchmaking. It's going to be crazy in campaign.
You do realize that person is a hacker right? They hacked their Xbox so they can do whatever they want.
hackers can't create new things, they can only copy pre-existing things. They can make their guns fire out "clones" but they won't be whatever the hacker wants, they exist in the games database. Like when they hack maps, they can only copy items. They can copy trees on Valhalla, the lights on Foundry, the doors on High Ground, etc. This tells us that somewhere in the reach files, there is a rocket-hog.
Then let's hope that Bungie is nice and gives us the rocket hog for a gametype or a big map, or both!
Exactly, even if it's never used, like the troop carrying warthog on The Pit. Although I do like the odds it will be in the game, possibly replacing the gauss warthog.
