this entire thread is about using boats in combat in halo. and i highly doubt the covenant would use them. so if anyone, it would be humans. and the covenant would have an advantage. and your still the idiot.

and even if it could carry one think about what would happen to the boat if that thing was fired. I'm sure there is a lot of force involved when one is fired and that would have to be one very stable boat to be able to stay afloat when the MAC was in use
Pelicans have sub light engines anyway's meaning they can jump into slip space but only for short distances. So i mean **** a boat definitely won't do that. I can see poorer companies and Nation's using boats for transport. But other than that what would you use them for?
Pimps at sea would still use them. But back on topic...I agree with most everyone here, aircraft would be in a higher demand and but boats would be incredibly cheap. And it would also be cool to see a map that revolved around the water in the next Mythic map pack...
